In Hot Pursuit (2010), the event is unlocked by beating More Haste; Less Speed, while in Hot Pursuit Remastered, it is unlocked by beating either More Haste; Less Speed or Spike Out. It can be accessed from the Fox Lair Pass SCPD node on the career map, and is a Highway patrol unit event.
