Heat levels 8-10 are easier to not get busted in but are extremely difficult to evade. Each one seems to have a gimmick as well.
Heat 8 - 80 Backup units no spike strips though
Heat 9 - Constant Spike Strips but 30 backup units that are very passive civic units
Heat 10 - Always a helicopter out even if one just got destroyed or left
