Basically if a rammer is desperate, they will slow down or stop in order for their targets to catch up and then attempt to ram them.
Apparently I am a target for these regular rammers and I know just what to do. ;)
I just drive very slowly all the way to the finish line to waste everyone's time, which means I win when I'm not giving what these regular rammers wanted. lmao XD
I play these NFS World Private servers for fun. I don't care if I win by an inch or lose by a mile.

This was played in the World United.gg server.

The game was a piece of crap in the past when it was heavily pay2win. Fortunately all cars are available for free in these Private servers, which is definitely a good thing.
