This Elder Scrolls Skyrim 1.9 patch adds a ton of bug fixes, as well as adding Legendary Mode difficulty. There are numerous bugs and issues which will be fixed in the 1.9 patch, which will be available to PC, PS3 & Xbox 360. PC users can download a beta version of the patch via Steam, but console users can expect the patch later this month.
The Legendary skill setting will not only make the game more difficult, it will add Legendary Skills. Skills of 100 can be made Legendary, which will reset the skill to 15, return its Perks and allow the skill to affect leveling again. This effectively removes the overall level cap on the game.
