Best frost build consists of the following mercs & equipment:

Tavish Stormpike with Rigged Wiring
Varden Dawngrasp with Chilling Amulet
Jaina with Ice Block Talisman
Gruul with Dragon’s Skull
Cairne Bloodhoof with Reincarnation
Diablo with Black Soulstone

You open up with Jaina, Varden and Tavish. First round is completely obvious turn, nothing to think about. Just scale some frost damage with Jaina' s Ice Floes and slow your opponents with Varden's Flurry. Tavish comes useful with his traps, as he deal tons of damage to mages and other mercs! So be sure to have Rigged Wring equipped on him!

Diablo and Cairne can always come later in the game for wombo combo shenanigans. The key part of the composition comes last with Gruul. This comp absolutely devastates the enemy Diablo & Ragnaros by countering it' s fire damage completely. You'll probably see in a bunch of fights how things ended for the enemy! ;)
