- Officer Ralph Pendelbury is assassinated by corrupt officers Frank Tenpenny and Eddie Pulaski. Officer Jimmy Hernandez was forced by the two to pull the trigger.
- Ken Rosenberg is attempting to fit in to life in San Andreas, having been advised to go to rehab there by his boss and good friend, Tommy Vercetti.
- The three Mafia families from Liberty City are interested in reaping the rewards in Las Venturas.
- Grove Street Families have separated into three branches. The first branch is in Grove Street, while the other two in Playa del Seville and Temple. The two branches were named Seville Boulevard Families and Temple Drive Families respectively.
- The Ballas control a significantly large portion of Glen Park. They also expanded into Grove Street territory, notably Ganton.
Other events:
- Toni Cipriani is a rebellious teenager whose hair covered one eye. He enjoys alt rock and considers 'Epic' to be his anthem. He is confused about his relations to the Leone Crime Family, although his father is a high-ranking member.
- Pete Vance's asthma has become lesser. He is helping out Aunt Enid at home, determined to do his best in his current position and not be dragged into the world of crime like his two deceased brothers.
- Donald Love is on the verge of moving to Liberty City to establish Love Media. He was growing increasingly independent from his mentor Avery Carrington.
- Lazlow Jones is a radio host in San Andreas. He was kicked out of V-Rock radio station in Vice City six years previously.
Events from other Universes:
- Teenage Niko Bellic would end up being drafted into the Bosnian War. Along side his cousin Roman. Because the collapse of Yugoslavia is imminent.
- Luis Lopez is an elementary school kid. His father left the family for another in the Midwest.
- Johnny Klebitz and Billy Grey are teenagers who would end up joining the Lost MC. With Jim, Terry, and an experienced older Clay.
- Michael Townley would start building a robbery career after robbing a small franchise in Carcer City. Trevor Philips would start his criminal career after a psychological evaluation called him unstable for the Air Force. Discharging the sad maniac people know him to be.
Franklin Clinton is living in his mom’s house as a toddler or something. Lamar Davis. The same here.
