Technically not a fix, but a band aid / work around solution, as you have to do this sh!t each time.

High CPU Usage:
Ctrl + Alt + Del then task manager, then end the task Service Host: Windows Camera Frame Server when not using your camera obviously. The CPU spikes when it's looking for it, when you start OBS, or when your shut off the camera.

Black Borders:
In OBS, click on your camera area, so that it's highlighted. Hold down the left Alt key, while left mouse clicking on the red squares on each side, and drag it in, until the black borders are gone. Essentially, it's live cropping.

Somehow it took me 10 minutes to explain this. Smh.
