Play arcade mode up to Onaga (settings and character choice do not matter to my knowledge), then as the fight starts and Onaga does his pre-match roar, pause and unpause the game (Try entering the move set menu and jump around a bit too, this may give better results?). After the roar concludes and the announcer begins speaking, you (and Onaga) should be able to move about freely. Neither fighter can strike at the other, but it provides better positioning on a speedrunning perspective.
