You'll get this achievement by reaching a hidden room.
To get there, when in Harbour (it's best to start from where you get off the transport to the area in the first place), head up the first set of stairs to the left.
Stick to the left side of the map until you cross a short bridge and reach a shipping cargo area.
Head as far left as you can to a door in the corner, go through and then again through the next door.
In the next room, call a lift and head down.
When you enter the next room the achievement should unlock.
