Because that's all it takes for this game to reach the paywall. Even one hour of straight gameplay is a stretch, you need to find ways to keep yourself entertained, pause a bit to wait for stuff to do and complete as many objectives as there are possible within that timeframe, even if that means wasting valuable resources (rare Nuka Cola currency). There's a fun concept to this little management game, the cute rendition of the Vault Boy juxtaposed with a satirical version of a post-nuclear world works like a marvel, and its overall interface is functional and blends well with the theme of the game. However, there are a few quirks that aren't probably as proeminent as on the mobile version, which makes the PC version oddly superior. The mouse cursor is too sensitive on the edges of the screen and drags the whole scene at the slightest nudge anywhere near the edges, and that's especially annoying when zoomed. One other issue I have is clicking on characters sometimes selects them and sometimes not, while other times, when two characters are near eachoter, you might click on the one you didn't want to.
All in all, Fallout Shelter is a freemium game through and through, no doubt about it. You might find some pleasure in this vault building game if you're willing to enjoy it for half an hour a couple times a day.
