This boss does all sorts of horrible things. The intended strategy is to use Mog to cleanse his awful debuffs and control the orb with water damage, while somehow managing to heal yourself enough to get past the rather strict HP conditional and do enough damage in time. Also, melee attacks are banned, because he has a powerful counter if you use those.

Or you can just say to hell with all that and have Yuffie throw his debuffs back at him, because he's not immune to them. He'll lose 30% of his HP per turn from his own personal poison debuff, and it's delightful.
