Unzip the file directly into your Orbiter 2010 directory.
The scenario pack comes with "Ganymede Base" - which is just a copy of Brighton Beach.
You need the XR2 Ravenstar, UCGO (which gives you the Arrow Freighter), HCLV (which requires Kulch's Payload Manager), and Carl Sagan Space Center in order to fly this scenario.
