3The drops rates, for this Anniversary event, were atrocious, especially considering the cost of the skins. Throughout this whole event, I only received two skins, but plenty of player icons, and dupes. I understand how RNG works, but I also suspect there is an algorithm at work here. Maybe Blizzard should consider tweaking it, to not give dupes, on the one 'guaranteed' event item, until you have received all of them?
