This is a Summon Raging Spirits Build I tested out in Legion. It is viable for 3.8 Blight League. In this video, I demonstrate the single-target potential of the skill against some of the endgame bosses.

As I didn't have my map set up for it I left out the Uber elder encounter, but I can assure you that this setup is entirely uber elder viable and actually a rather solid build for exactly that.
