Well you can still play Unreal Turnament 3 in 2024 for that you need to download the openspy tiny dll file.
When i started the game there were few players playing the second match is with real players. However most probably on other times there will be more players
How i managed to play Unreal 3 online:
First install the game.
Then i downloaded openspy dll file and drop it in your game exe (ut3. exe) directory. If you don't know where this is right click on the game shortcut that is on desktop and then press open file location.

It's written on the page (Use this file or this file to point to the new Openspy server. Co-op supports 4 players.) both dlls work
Then start the game and press create an account, then i entered an email address and username it let me pass and the game started online.
