After beating the Mahogany Town Gym, Team Rocket have taken over the Goldenrod Radio Tower. I think that happens after you've beaten 7 Gyms, and Team Rocket are not difficult, as most of their Pokémon are over Level 20. I've also levelled up my team so I can take on the Rockets in this part.
