After getting the Basement Key from the Rocket Executive, the next place is the Goldenrod Underground, where the real Director is. If I remember correctly, there will be a Rival Battle at the Goldenrod Underground and he has a new Pokémon which we haven't even seen yet. I remember his Starter is fully evolved unless you pick Chikorita where he uses a Quilava which is not fully evolved, you'll see what happens.
