Ok so
At 999:59 game clock time* in RSE, the two bytes that determine Mirage Island are 0
The first two PiD bytes of any pokemon in your party unlock Mirage Island if they match
So a pokemon with 0000 0000 0000 0000 in binary, or 0000 in hexadecimal, is in your team under that condition, you will unlock MIrage Island
I RNGed a Method 1 Anorith with a PiD of 3145728, or 300000 in hexadecimal. Which fits the bill.
*Assuming the clock battery never dried out before reaching that
