During your post-game quest, go to the Weather Institute and the scientist will track weather patterns of heavy rain that occurs on one of the 4 specified routes. The rain will fall at either Route 105, Route 125, Route 127, or Route 129. Go to the route where heavy rain is falling and use Dive to where you see deep water. In the underwater, you’ll find a special cave known as the Marine Cave. In the Marine Cave, you’ll see Kyogre. Save your game before you approach. Kyogre is on Level 70. Its ability, Drizzle summons rain in battle that lasts until another weather effect replaces. Since Kyogre is Water type, Net Balls would be the best choice, but if it runs out of HP, it can always use Rest.
