Howling Forest has 14 floors, and the Pokémon there are at a high level, so I recommend training up a bit, and I will be holding off evolving my starters until I do the Legendary Pokémon rematches, and I can't evolve Skitty anyway, because in order to evolve Skitty, I need two Evolution Crystals, and there are some late-game dungeons where you can easily get Evolution Crystals, so I won't have a Delcatty until then. As for Bulbasaur, I could evolve him all the way up to Venusaur if I want to, but I want to hold it off until the next part, or some future part.
In Howling Forest, you can encounter Poochyena, Whismur, Spoink, Houndour, Exeggcute, Mightyena, Loudred, Grumpig, and Houndoom. The Pokémon there are encountered at Level 40, so if you can recruit some of the Pokémon there, they can be really powerful team members.
These Pokémon should never be underestimated, Spoink and Grumpig can use Psybeam, Grumpig has Teeter Dance to confuse your team. Poochyena can boost its Attack with Howl and deal damage with Crunch, and Mightyena has the Elemental Fangs. Houndour does have moves like Feint Attack and Fire Fang, while Houndoom has some devastating moves like Nasty Plot and Inferno, and it can use Thunder Fang to deal with any Water-types. Whismur and Loudred can use Uproar, and Exeggcute can use that move as well, Exeggcute can also use the powder moves, so the high levels is a huge difficulty spike from the previous dungeons.
When you make it to the 15th floor, this is where Smeargle will wait, and I do find Smeargle's dialogue unusual, as you can see the paw print on Smeargle's back, even though Smeargle does say that he doesn't want to get all sticky or have a paw print on his back, but anyway, Smeargle will join the team, and he can redesign your Rescue Team Flag, but unlike in the original, you can choose which design you want for your flag instead of the design being random.
There are some good design you can choose, and some of which are based on different Pokémon, like Poliwag, Diglett, Wobbuffet, Ditto, Mankey, Xatu, Luvdisc, Koffing, Spinda, Jynx, and Staryu. As for Smeargle, it will have Sketch, and the nice thing is that Smeargle can learn every move in the game, so you can have Smeargle as a healer with moves like Synthesis, or an attacker with room attacking moves like Discharge and Heat Wave, you can do many different things with Smeargle.
When you revisit Howling Forest, there is a strong foe in that dungeon, and it is Butterfree, and there is a chance of finding a Shiny Butterfree. This Pokémon can be devastating, it can use Silver Wind, and if Butterfree's stats are boosted, you are in danger, and Butterfree can even use powder moves, if it has Sleep Powder, this will be a very difficult fight. Butterfree can also use Psybeam to attack from a long range, and I believe it can have Bug Buzz in this dungeon, I haven't seen any sources on what level the strong foes are in different dungeons, so I don't know if Butterfree can have Quiver Dance in this dungeon, but it is a very strong opponent, and if you can defeat Butterfree, you can get a Deluxe Box, so having a really good Rock-type attacker can help take it down.
