This quest requires you to backtrack to Almia Castle. Glalie is found on the second floor on the path that leads towards the Blue Gem location, Froslass is easy to miss because you just have to know that it's here. It's located on one of the bridges, shown in the video. Your only hint is that it's in Hia Valley, but you're meant to figure out that it's actually in Almia Castle specifically because Glalie is also found here; also because Froslass was fought near the back.

Also I feel like Abomasnow would be better for this task since it has the Snow Warning ability in the main series, so its mere presence sets up Hail, but I already had to capture one for a previous quest so having to capture it again would be redundant.
