This hack was created by Drenn, with contributions by several others as shown in the link below. There is also a "Gen 1 Graphics" version that preserves the original sprites for trainers and Pokémon and uses Super Game Boy palettes for them in battle, so don't be alarmed if you prefer the original sprites and appearances from Red and Blue.

The version shown in the video is the "Gen 2 Graphics" 1.1 version, so it is slightly outdated compared to the current one, as it was uploaded after this video came out.

You can find the ROM hack by going here:
https://www.romhacking.net/hacks/1385/
https://www.romhacking.net/hacks/7282/ (Spanish version)
https://www.romhacking.net/hacks/7072/ (German version)

Note that not all language versions of Gen 1 may have patches available yet. Check out RHDN yourself to make sure. A full color patch does not exist for Yellow yet.

The hack will work without problems on real GBC and GBA hardware, but will not work on the original Game Boy and its iterations (Pocket, Light, and Super Game Boy 1 and 2). If you wish, you can back up the save file from the color version and rename it to match the original non-colorized version, and vice-versa--they are cross-compatible.

There are also reproduction cartridges that you can find, which will usually not work with Pokémon Stadium or Stadium 2, due to them needing to read save data from the cartridge and not being able to find the save data in most reproductions.

However, these versions will trade perfectly fine with real copies/original versions of the original games, Yellow, and Generation II, if the cartridge hardware is correctly made.
