To get Kubfu you need to do some steps

Buy The Hidden Treasure of Area Zero DLC
Complete the Main Storyline of Part 1 & 2 of this DLC
Complete 10 Solo BBQ Quests
Talk to Mr. Snacksworth outside of BB Academy near the entrance

It seems Mr. Snacksworth can be a little picky so you may not get the treat you want on the first 10 BBQ quests you complete, you may have to reset or do another 10 to get the Kubfu Treat

Kubfu is located near the sign of a place called Fury Falls

Kubfu is Level 30 and knows the moves

Detect
Scary Face
Headbutt

Ultra Balls & Timer Balls are recommended for Capture, or possibly Dusk Balls if it's Nighttime

With him being level 30 instead of level 70 like the others he is can be harder to catch
