It is optional but you basically have to do every other sidequest because not taking on Salamence locks you out of completing the questline.

Anyways basically everything Salamence does can one shot you if you get unlucky. There is where status effects are going to be Key and he has 450 HP making him the third bulkiest boss in the story only beaten by the last two battles... so why isn't he rated higher difficulty?

Simple answer is Sylveon. You're guaranteed to have sylveon join your team by this point in the game and she negates his strongest attacks. Plus you now have team attacks and likely more than a few blast seeds. It's a challenge but beating it nets you Axew to your team and more important Salamence will even join you AT LEVEL 50
