So here's the thing they always open the fight with rain dance which spikes the power of water moves and halves fire damage... even though they already resist fire so whatever. They also have bulk up to increase both their physical attack and defense. Then they have protect to negate damage entirely. They even have damp as an ability to stop you from spamming blast seeds. Sounds kinda menacing so what do they fight with? Waterfall? Aqua Jet? Focus Punch? No... they use round

Their only attacking move is round which is a normal type special attack that can become stronger the more of them that use it but they also have kinda dumb AI and round only has 1 range... also it's special so they can't get the attack boost from bulk up... and round is normal type so there's no rain buff or STAB buff. In fact the only enemy that gets any benefit from the rain is Poliwag with water gun where it goes from 5-10 damage to... 10-15 damage... how menacing.

On top of all that poliwrath only has 80 HP and their not immune to orbs so like most mystery dungeon bosses so... enjoy the easy win.
