To begin this questline, you need to speak with Sonia just outside the base camp once you arrive in Freezington.

There is a set of blue footprints next to a tree as you enter Frostpoint Field. Approach the footprints and it will trigger a cutscene. Sonia will explain that there have been sightings of Legendary Pokemon across the Crown Tundra and she wants to you investigate for her research.

Interact with the footprints to start the search. You'll get a message that you've researched 2% of the data needed to track the Iron Will Pokemon's location after interacting with these blue footprints.

In Cobalion's case, its footprints generally appear around the following areas: the eastern half of Giant's Bed, Giant's Foot, Roaring-Sea Caves and finally Frigid Sea. The frequency of footprints increases as you get closer to Frigid Sea. In fact, you can find enough prints just from Frigid Sea.
