I know, it's an overpowered cover legendary, but humor me.
I went into this planning to deliberately faint (and have Drizzle reapply rain), and so I simply held a Mystic Water and mashed water moves... but Chi-Yu simply kept picking fire attacks, so I just went for the win instead. Since Water Spout's 150 BP scales down based on your percentage of max HP, you want to swap to either Origin Pulse (110 BP but 85% accuracy) at 250/341 HP, or just Surf (90 BP) at 204/341 HP. (I gambled on Origin Pulse and never missed, lol.) You could definitely do this a bit faster, but whatever, mindless legendary run.

Now this is my actual raid counter. (Shout-out to ClassyOldHat on GameFAQs for making me consider it!)
Water/dark means you resist both fire and dark (same as Araquanid with Water Bubble); Sharpness gives x1.5 damage to slicing moves (though it's not as much as Water Bubble's x2); Razor Shell has slightly less damage but has a whopping 50% chance to lower Defense (compared to Liquidation's 20%) or alternatively Aqua Cutter has high crit rate; with max Atk investments, H.Samurott has 346 Atk compared to Araquanid's 262... and on top of all that, Samurott has enough base speed to outspeeed with zero speed investment (so no Dark Pulse flinches), and it has a bunch of support moves it can use (instead of just Rain Dance on Araquanid). Screech before the shield, Snarl to debuff, Focus Energy for a crit boost that isn't wiped by the buff-wipe, Swords Dance...
At the very start, you can Snarl for extra safety or else simply Screech, then Focus Energy (for either 50% crit rate with Razor Shell, or 100% crits with Aqua Cutter), and then just start spamming your water attacks (making sure to Swords Dance after the buffwipe and tera water as soon as possible).
As you can see, this was as fast as the Kyogre run! Wow!
I went with Snarl and Razor Shell (and just happened to have a Weavile support use Leer before shield), but I think Screech and Aqua Cutter is better due to consistency?
