Blackwatch has approved their final contingency: Nuking Manhattan. They believe they can eradicate the virus by incinerating the entire island in a nuclear inferno, killing everyone and everything left. For the memories contained inside Mercer, it'll be like Hope, Idaho all over again. To stop it, Mercer must get to the man responsible for the order - General Peter Randall. But to get to him, Mercer must find the man Randall wants dead - rogue Colonel Ian Taggart - who is attempting to leave the city. If he escapes, Mercer loses his only chance to get to Randall and stop the nuclear strike.
