Short answer is DELETE SOMETHING, anything, a capture file, a demo, anything in storage, literally removing 1 thing from the hdd seems to be an answer, for some reason.
This problem issue occurred after downloading updating to update version 4.72
Error code is CE-35694-7
I also have CE-35694-1 but the -7 is memory storage error.
You can look up the error codes under settings at the bottom, select 'some option' and then at the bottom of that is "Error History"
