Guile vs. Dhalsim has been notorious for being one of the worst match ups in the game for over two decades, being heavily in Dhalsim's favor and usually listed as 1-9 or 2-8 by players. His move-set can get by his Sonic Booms effortlessly, he doesn't need to jump in to use his air attacks against Guile, making it easy to potentially nick away his health or bait a Flash/Somersault Kick, and his divekicks can be frustrating to deal with. Whether or not the match-up improves at all when using Old Guile instead of ST Guile is subject to debate. His normal attacks are more damaging, but loses some of the normal attacks that ST Guile has, and lacks the cross-up that is very useful in attempting to keep pressure on Dhalsim, who has very poor reversal options. On the other hand, Old Guile's jumping forward can still actually cross-up Dhalsim when he is doing certain attacks, including his slide, which will give you an even more damaging cross-up opportunity on what would be an unusual read. Dhalsim also doesn't typically have a game-plan where he will attempt to throw you, so lack of tech-throws is hardly a loss in the switch as well. Ultimately, how much you prefer ST Guile's Super Attack and his newer normal attacks vs. O.Guile's more damaging normals will determine your choice for this particular match-up if you're knowledgeable on how to use each version. The way the Dhalsim player plays should also effect your decision.

Guile also has a disadvantage against Old Sagat, but it isn't quite as bad as against Dhalsim. ST Guile is typically seen as more useful than Old Guile in this match-up, and while I also prefer using ST Guile against him (and in general), I chose Old Guile since I didn't realize he was actually going to make the switch to Old Sagat.
