It's super easy at level 70, but you still need the Legendary Cloak.

The toy is inside a box in the Barbershop,

which is located between the Valley of Spirits and the Valley of Wisdom.

Use: Place Coifcurl's Close Shave Kit on the ground at your feet
for you and others to peruse. WARNING: Shave kit may be under dark influence.
Satisfaction is not guaranteed! (1 Hour Cooldown)

In short, it gives your character a temporary 'Number 1 Haircut'.
