sometimes you will get the full zoom going on
sometimes you will get unupgraded zoom

you can see i am standing on the same roof looking at the zombie spawn

at first i got the bad zoom for 90% of the game until i died and respawned then i got the right zoom.

its similar to the issue with the gnome hat only working if you equip it each time before going into a round.
