Config :
i3-3310M dual core @2.4GHz
Intel HD Graphics 4000
8 GB of DDR3 RAM

Everything was set to lowest. The resolution was 800x600 at 35% render scale (which is basically 300x200). If the render scale was set too high, some really annoying graphical glitches (like the screen being ultra bright, some effects being blinding, and so on) would appear on Tempest Shrine.
Recorded, this game can basically hold 30 FPS. The only issue is that the game is stuttering LIKE HELL, making it super hard to play.

Without recording, it's closer to 30-60 FPS with an average of around 45, but the stuttering still remains.

Note also that this footage was recorded when I was playing on a controller thanks to Xpadder(yes, I'm an absolute madman). So this, coupled with the fact I suck, coupled with the fact the game runs really poorly just discouraged me to record some more footage, and maybe actually show some gameplay that doesn't look like crap.
