This guy looks more like a beast tamer than a bandit.
Solvaring has only two attacks - The fire laser and earthquake.
To dodge the fire laser you need to be trying to move before your turn begins or you will be hit.
To avoid having to deal with earthquake you need to stay away from midrange or he will immediately start walking toward you. If he manages to get to you, then you will need to use a boot to reset the distance to where he only uses the laser again. In the Japanese version, two critical hits in a row at this point would kill you.
