This short video will show you how you can fix The Sword, Famine and Perfidy quest from Hearts of Stone.

I got this quest bug probably because I opened chest before killing drowners around that area.
I would suggest that you save game fore doing this (it shouldn't affect anything in my opinion, but just to make sure).

Instructions:
1. Enable console:
edit file general.ini in The Witcher 3\bin\config\base folder

If you don't know where games files are located you can use browse local files in steam by right-clicking the game in your library and then select manage and browse local files

add DBGConsoleOn=true at the end of the file.
At time of doing this I got only 2 lines in this file and the at the end it should look like:

[General]
ConfigVersion=5
DBGConsoleOn=true

Config version number can be different in your case but if you are using latest steam version this is the nubmer at time of making this
If you don't know where above file is located you can use browse local files in steam by right-clicking the game in your library and then select manage and browse local files

Save file and start the game. You can access console by pressing tilda "~" button (at least in my case).

2. Go to quest location and open tilda and copy/paste or write into console and press enter
addfact(ep1_poi05_cont_open)

3. If you did everything correctly your quest will be finished now. You can close console. You can also edit general.ini back to original values.
