As this game is still in alpha version, you might be having unnecessary lag and FPS drops.
Some of your problems might reduce with later updates.

For now, there are some tweaks you can make in order for the game to run faster.

First of all, open up your game and then your Settings.
On the graphics tab, you can lower your resolution, if you're fine with that then this will already make a big difference. Set the overall quality to "Fastest" as well as some of the other settings.

It comes down to personal preference on what is most important to you, but if your system is struggling on running the game then I recommend to lower your settings to the lowest.
Turn off shadows by turning the shadow distance to zero and un-check V sync and Anti Aliasing.

If you usually don't get 30 FPS then limit your Frame-rate to 30.

Next, leave your game open and open up your Task Manager.
Here you want to end all of the processes running in the background which you don't need, but make sure to only
end those which will not break your operating system, like steam, spotify and chrome running in the background.

On the "Auto-start" tab you can deactivate some programs, which open up automatically when you boot your PC.
On the "Details" tab look for "Raft.exe" and right-click it. Select "Set Priority" and choose "High".

This will make sure that more reosurces will get allocated from your system to run the game.

Lastly, search for %temp% and hit enter. This folder contains all of the temporary files saved by programs which you no longer need.
You can safely delete all of the files in this folder. Some files will stay so just leave them there.

Also, and this applies to every performance aspect of your PC, make sure that your OS and drivers are up to date to get the most out of it.
