2014 06-04: Some of David's testing in Ultra Street Fighter 4 has borne fruit! Here David shows some of what he's been working on with Hugo, Dan, Zangief, and Dhalsim.

The Hugo kara ultra throw is done by doing half circle back (toward, down-toward, down, down-back, back), punch~kick+kick. The timing for pressing the punch button and then two kick buttons is very very fast, almost as fast as you can do it. This trick comes from here: http://www.nicovideo.jp/watch/sm23549423.
