Due to my lack of knowledge during the making of this ranking, I'll leave the updated rankings here, so please check out the pinned comment for more detailed descriptions.
1. Movement
2. Range
3-8. Everything else
Basically, Movement and Range are the only bonuses that don't have any kind of diminishing returns and are pure upgrades. Terrain is only unit terrain and does not include weapon as I previously thought. The EN reduction is diminished by other EN reducing bonuses.
Video ranking the Full Upgrade Bonuses from worst to best in Super Robot Wars 30. The top 3 are the most globally useful, and I usually just grab those whenever I'm mass upgrading units. These are ranked for a more casual playthrough, so take a bit more consideration when doing a challenge run.
