The rating will be based on the creativity and flashiness of the move and how much it fits the character. It will have nothing to do with game play technicality (plus frames, hit property, etc.)

Not fun fact: The person who did motion acting for Law's new moves in Tekken 8 (except those that use the nunchaku) is not a martial artist. He is just a random person who watches martial arts movies and videos on the internet. I'm not serious.
