I came across one amusing bug which came with the Blood Money update in Red Dead Redemption 2 online summer update. NPC's fail to spawn in towns on occasion. Along with players not displaying correctly and other bugs. All in all, I do like how it's easier to find free roam missions with the update. And I'm sure it won't be long until Rockstar patch this issue.

This is not an issue with your game, it is a server-side issue so as a player (unless you change lobby) you will not be able to resolve it.
