Re-benchmark of RK3588 vs M1 Air in VP9 encode

The RK3588 has the normal tiny 1mm heatsink and 120mm fan, M1 is stock MacBook Air but now has 2 40mm fans tied to the upper back panel.
There are 2 benchmarks. First is OpenH264 on M1 decoding vs. RK3588 decoding via FFMPEG h264. My theory is that OpenH264 is single threaded, unless it IS this slow. M1 scored about 2.5x and RK3588 7.11x. Or about 280% faster. But since RK3588 has like 40-50% of M1's big performance... hmmm.
The main benchmark is VP9 after this.
