03 Phases.
Phase 1 is a 1440p scale_vaapi benchmark with side jobs being added and stopped, which did not seem to affect the FPS much of the main job.
Phase 2 is just Stoney doing h264_vaapi without scaling vs Navi 3 doing the same, first with hevc and then h264 because it's that much faster. Stoney has no hevc support.
Phase 3 is similar to 2, where Stoney and Navi 3 face off in h264_vaapi, but -hwaccel vaapi is removed to force CPU decoding rather than let VAAPI do encode and decode.
