I'm sorry guys, my mistake led you to believe that denuvo was using more cpu than normal, but thanks to @MrMitnick he warned me that it could be the steam overlay, so yes, denuvo doesn't increase usage as much on older cpu's (or maybe there's no increase at all since it's different builds and the difference now is minimal)

So now you know, if you use steam overlay like me and has some FPS drops, just turn it off :v

-1080p to 1440p (to improve overlay quality at smaller size)
-FSR2 Quality to FSR1 Performance (to force CPU usage instead of GPU)
-Reverse Path
-More Climates (Sunny, Cloudy, Rainy, Foggy - but same performance on steam)
-Widescreen to Super Ultrawide (to improve view)
-And yes, it's the Empress release VS the last updated patch on Steam, which i'm not sure if that patch is the real problem on CPU (but i don't have any old record to compare)
