- If you have an old CPU or if your CPU usage while playing Steam Games is more than 50% you probably have CPU Bottleneck and this may be helpful for you
- All the graphics are on Lowest quality possible (Because we need to Stress CPU to the limit)
- Compare FPS by watching the FPS AVG (it shows the average FPS for the last 20 seconds)
- Stream Overlay is that overlay when you press Shift+Tab In-Game and also the pop-ups when you get any notification
- You may improve FPS Performance by 20 (or maybe 1, depends on your CPU)
- If you are GPU-Bound then this won't help you at all :/

So yeah, this is the easiest way to increase Performance on any game running on Steam for low-end gamers: Disable the Steam Overlay
