1) There are people of any race BORN in the world.
2) There are beings, formed out of those people's emotions. Positive and Negative ones, and wishes as well. HIGH mana levels cause those to materialize. LOW mana levels allow Negative counterpart of the Will of the World to be formed. In ToR Lore this manifestation is called Yuris.
3) The point is. NO solution to this. The whole Descender system is a way to mitigate this, but it can be solved only temporary. NOW what is really interesting. Veigue's talking about Yuris, meaning Tir na Nog already HAS this concept, even if it never had any problems like this. This is how Pillars work. This "Arc of Sinners" harbors a lot of problems which are solved at least somehow on the current main land by now.
