This game is demanding, poorly optimized or not. Red Dead Redemption 2 released for PC on November 5 2019 and the fact of the matter is Rockstar has a lot of work to do. Also trying locking RDR2's frame rate with Rivatuner. This is the best I can offer right now for Red Dead. No promises but this has been working for me since yesterday afternoon on the 5th.
