*For med. textures you have to change the value in the "settings.xml" file. Also set file to "Read Only" to prevent the game from overriding the setting.
*I was unable to test 720p with Med. textures as changing the setting would cause the game to restart wiping out any change that was made. Was also unable to make changes to resolution via the .XML file.
{If your like me and are unable to change the resolution in the game settings menu, because its grayed out, keep reading}
----720p the easy way-----
Simply run the game in window mode and than set the desktop resolution to 720p. (You can also play in DX12 mode but it's less stable and doesn't run as good as vulkan, make your own choice of course)
------720p The hardway-----
1. Launch the game and when it loads use task manager to kill it.
2. When the popup appears select "safe mode"
3. Go to settings in the game and adjust Resolution to 720p. It's strongly recommended that all other settings changes be made in one single go.
****Note: Any changes that force you to restart the game will remove all changes you made****
4. Click apply.
5. The game will say 720p fullscreen but still be windowed.
6. Change your desktop resolution to match your in game resolution
****Do this after you click apply otherwise you'll have to increase the desktop back to 1080p and drop it down again. Though you have to anyway if you make any changes afterwards.****
7. This is "NOT a permanent fix" as these steps will have to be repeated everytime the game is run.
****You can try your luck at changing things in the "settings.xml" file. For me however changing some settings (like textures...etc) would work fine but the resolution would default to 1080p every time. Even after making the res. change and setting the when file was to "read only."

Settings: Low with Med. textures and Low
