Na noite de 29 de setembro de 1998, o policial novato Leon S. Kennedy e a irmã de Chris (protagonista do primeiro RESIDENT EVIL), Claire Redfield, chegaram a Raccoon City. Leon notou que a cidade estava quieta e calma demais; e ao avistar um corpo no meio da estrada, parou o seu carro e saiu para verificar. Enquanto isso, Claire para em um restaurante para pedir informações. Ela estava procurando por seu irmão na cidade, pois ele não dava notícias há algum tempo. Ainda no restaurante, Claire fica horrorizada ao se ver atacada por zumbis. Ao escapar pela porta dos fundos, ele encontra Leon cercado por uma horda de criaturas mortas-vivas.
Os dois fugiram por um beco e chegaram a um veículo abandonado. No entanto, a caminho da delegacia, um zumbi os ataca do banco de trás enquanto um caminhão desgovernado com um motorista zumbi vai em sua direção. Quando o caminhão colidiu com o veículo, ambos pularam do carro para sobreviver; os novos aliados agora se separam e vão para a delegacia. Lá dentro, eles se reúnem e procuram uma rota de fuga segura, assim como sobreviventes.

On the night of September 29, 1998, rookie police officer Leon S. Kennedy and Chris' sister (protagonist of the first RESIDENT EVIL), Claire Redfield, arrived in Raccoon City. Leon noticed that the city was too quiet and calm; and when he saw a body in the middle of the road, he stopped his car and got out to check it out. Meanwhile, Claire stops at a diner to ask for directions. She was looking for her brother in the city, as he had not heard from her for some time. Still at the restaurant, Claire is horrified to find herself attacked by zombies. Upon escaping through the back door, he finds Leon surrounded by a horde of undead creatures.
The two fled down an alley and reached an abandoned vehicle. However, on the way to the police station, a zombie attacks them from the backseat as a runaway truck with a zombie driver drives towards them. When the truck collided with the vehicle, both jumped out of the car to survive; the new allies now split up and head to the police station. Inside, they gather and look for a safe escape route, as well as survivors.
