Ada takes over for Leon in the sewage disposal facility, making her way through to collect the Club Key. This whole area seemed kind of superfluous to me from a design standpoint because it's only like three rooms long, and one of those rooms you can totally skip depending on who you are when you come down here. Regardless, Leon uses the keys to make his way through the west side interrogation area. While he's doing that, Claire has blown up the obstructed wall leading to the north side second floor offices. There, she finds Chief Irons who is a creepy freakazoid. This video covers the sewer box puzzle, collecting the club key, and blowing up the wall with the C4.
