9** I do believe that at some point, Capcom changed their minds regarding what is canon on Resident Evil 3. Such as Nicholai surviving and etc.
Maybe the first file in the dead factory hints that they wanted the first ending to be canon. Or they chose that file to be taken before the other file just because the file close to the communication room was close to the exit door (that leads to the park) and therefore should be collected before. We just don't know the correct answer for that.

Jill: "You’re one of the survivors from the rescue team, right? I just ran into your teammate, Carlos."
Nicholai: "How did a girl like you managed to survive?"
Jill: "Hey, I’m no ordinary civy. I’m a member of S.T.A.R.S."
Nicholai: "S.T.A.R.S.? You mean the R.P.D. special force team?"
Jill: "Hey, is someone wounded back there?"
Jill: "Oh, this looks bad."
Mikhail: "They’re coming! Get ready! Aaaaaah...fire...fire! Stay together!!
Jill: "Calm down. You’re safe now! Everything’s going to be okay."

Carlos: "So Jill, you decide to help us out? It looks like we’re the
only ones who survived. We should work together."
Nicholai: "No. We can’t trust her."
Carlos: "Why? But Sergeant, we need her help! Our unit’s down to you,
me, and Lieutenant Mikhail. That’s it! And Mikhail’s pretty bad. If we don’t
cooperate, we won’t be walking away from this mission."
Nicholai: "Hmm, fine. Then let’s go over our plan. We’re moving to the Clock Tower area, which is the designated landing zone for the extraction chopper. Once we get there, and give the signal, the chopper will fly in and pull us out."
Carlos: "That’s a lot of ground to cover. I don’t think we can make it on foot."
Nicholai: "The main problem we have is the landing zone is cut off from here by the fire. So, we have no choice but to use this cable car to navigate through it. Fortunately, we can use it as a moving shield to get us through the worst areas."
Carlos: "That works for me. Good plan, sir!"
Nicholai: "Okay people, let’s get moving!"
Carlos: "Jill, put this on."
